EP-2023-000224-TZA Epidemic Tanzania The Ministry of Health in the United Republic of Tanzania notified the World Health Organization about a cholera outbreak in three regions, namely Arusha, Kigoma, and Mara, in July 2023. On 11 September 2023, Mara region recorded 13 suspected cases, which were subsequently laboratory-confirmed at the Tanzania National Public Health Laboratory (NPHL), followed by five confirmed cholera cases which were reported in Kigoma region on 13 September 2023. During epidemiological week 40 (ending 8 October 2023), 16 new cases were reported, including 14 in Arusha, and two in Mara region with no reported deaths. As of 8 October 2023, a total of 268 cholera cases with nine deaths. 
EP-2023-000223-NER Epidemic Niger On 20 October 2023, the Government of Niger, through the Ministry of Public Health, Population and Social Affairs, declared a diphtheria outbreak. The first case was registered on 17 July 2023. As of 02 November, all eight regions of the country have notified at least 1 case of diphtheria. A total of 1,838 suspected cases of diphtheria, including 91 deaths (lethality: 5%), have been reported.  
FL-2023-000222-VNM Flood Viet Nam According to the National Center for Hydrometeorological Forecasting, on November 14, the area from Southern Quang Tri to Khanh Hoa had moderate rain, heavy rain, and in some places very heavy rain and thunderstorms. Particularly, the area from Thua Thien Hue to Quang Ngai had heavy to very heavy rain, within 12 hours, in many places over 200mm such as Thuong Quang (Thua Thien Hue) 528mm, Hoa Ninh (Da Nang City) 302mm, Que Phuoc (Quang Nam) ) 207mm 
EP-2023-000221-MYS Epidemic Malaysia Up to October 2023, there was a 100.5% increase in the number of dengue cases with 96,443 cases cumulatively, compared to only 48,109 dengue cases recorded in 2022. Malaysia reported roughly 64,078 dengue fever cases nationwide in 2022, 26,365 cases in 2021, and 90,304 cases in 2020. In terms of fatalities, a total of 73 dengue-related deaths due to dengue fever complications were recorded cumulatively as of 22 October 2023, compared to 29 deaths during the same period in 2022. Daily cases were recorded averaging above 300 cases in October 2023. Currently, there are 73 dengue hotspot localities nationwide, with Selangor state having the highest number of dengue hotspots (51) while other states are in the single digits. The Petaling and Hulu Langat districts in Selangor record the highest number of cases. In terms of sub-districts, the top 3 sub-districts affected are all in Petaling; with 4-digit cumulative cases in Petaling (5,570), Damansara (4,930), and Sungai Buloh (4,160). According to MoH, there will be a surge in dengue fever cases by the year-end based on the trend over the last decade. This pattern typically reaches its peak every four to five years and is believed to be due to changing dominant serotypes in a particular area, with the last reported peak occurring in 2019. 
TC-2023-000219-FJI Tropical Cyclone Fiji The Fiji Meteorological Office has released a tropical cyclone alert on Sunday, 12 November 2023 , expected to approach the Fiji Group on Tuesday and continue its journey through the country on Wednesday, November 15. The cyclone is expected to impact Viti Levu Island until November 15th, gradually weakening as it leaves the Fiji Group on the 16 November. Fiji group is advised to be on alert for a possible tropical cyclone with gale to storm force winds from 14-15 November 2023. The winds could cause damage to structures, disrupt communication networks, and increase sea travel risks. Low-lying areas face flooding risks, including flash flooding. Heavy Rain Warnings and Heavy Rain Alerts are in place for the Northern Division, Yasawa, Mamanuca, Lau, and Lomaiviti Groups. 
TC-2023-000218-SLB Tropical Cyclone Solomon Islands Most provinces have experienced heavy rain causing overflow of main streams and rivers that lead to floods in several areas. Honiara and Guadalcanal especially have observed serious heavy rain triggering flooding and landslides affecting numerous communities. This heavy rain was triggered by a trough over the Solomon Islands and links to a low depression located northeast of Malaita. In the evening of 11 Nov, the first special weather bulletin was issued for Sikaiana and Temotu Province replacing the Strong Wind and Heavy Rain Warning with Low Depression now upgraded to Tropical Disturbance (TD02F) with central pressure of 1000hpa located 70km Northwest of Nupani Island, Temotu Province. The TDF02F is slow moving southeast towards Temotu. Heavy rain and thunderstorms are expected to continue in most provinces. 
FL-2023-000217-PRY Flood Paraguay Between October 30 to November 4, 2023, the regions of Misiones, Itapúa, Ñeembucú, and Alto Paraná in Paraguay experienced a devastating flood caused by heavy rains and the overflowing of the Paraná River, which affected more than 7,000 families (35,000 people) across the country. 
FL-2023-000216-KEN Flood Kenya The third and fourth weeks of October marked the beginning of the rainy season (October - December) characterized by heavy storms that caused flooding, particularly along the Coastal strip, in some areas of the Central Highlands, Southeast lowlands and several areas of Northwest and Northeastern Kenya. Nearly 6,000 households (nearly 36,000 people) have been displaced and 17 people have died. 
FL-2023-000215-GHA Flood Ghana Floods have been affecting south-eastern Ghana since 13 October, caused by the Akosombo Dam overflow in the River Volta, resulting in casualties and damage. According to media, as of 13 October, seven people have been injured and more than 4,000 people have been displaced in the downstream of the Akosombo Dam, in particular in Volta Region. In addition, media report that essential services such as access to water and electricuty are disrupted. 
EQ-2023-000214-NPL Earthquake Nepal - An earthquake of 6.4 Richter scale with the epicenter at Lamidanda, Jajarkot hit at mid night 11:47 PM in Karnali Province of Nepal. - Based on initial report there is a death of 20 people in the districts.  
FL-2023-000213-VNM Flood Viet Nam Prolonged heavy rain caused many localities in Ha Tinh Province, Vietnam, to experience landslides and local flooding. At a school, a fence about 20 meters long collapsed on a car, causing damage. 
TC-2023-000212-YEM Tropical Cyclone Yemen The eye of the cyclonic storm “Tej” made landfall on the eastern Yemeni coast overnight between 23 and 24 October, and moved towards the eastern regions of Hadramawt Governorate. As a result, Socotra and Al Maharah experienced heavy rainfalls and torrential showers, leading to multiple blocked roads in several areas ... According to the emergency operations room in Socotra, over 500 houses were either fully or partially damaged, resulting in loss of personal assets for some households (HHs). According to local partners, 192 HHs were displaced, including 30 HHs in Nawjed area of Hadibu District, and 162 HHs in Qalansiyah wa Abd Al Kuri District, in which some of the displaced individuals are residing in schools or with their relatives ... In Al Maharah Governorate, flooding was reported in Al Ghaydah, Hasswin, Qishn, Sayhut, Al Masilah, Hawf and Shehin districts, with the sea water reaching high levels. Electricity was reportedly cut off in most districts, and telecommunications were disconnected. Electricity is still cut in some areas, and telecommunications is back in Al Ghayda.

EP-2023-000205-CRI Epidemic Costa Rica Up to EW 39 (ending on 30 September) of 2023, a total of 14,403 dengue cases have been officially reported in country. These cases, recorded up to the 39th epidemiological week, show a significant 62% increase compared to the 5,475 cases reported during the same period in 2022.

EP-2023-000202-GIN Epidemic Guinea On 5 September 2023, the Ministry of Health notified WHO of the current diphtheria outbreak in Guinea. Since 4 July and as of 13 October 2023, 538 cases have been reported in the Kankan region, including 18 confirmed cases. In total, 58 deaths including 13 among confirmed cases were registered (case fatality rate (CFR) among all cases, 11%)., and 461 contacts are being followed up. Of the cases reported, 62% are female. The 1-4 years age group, with 445 cases, accounted for the largest proportion of reported cases, 82%, followed by the 5-9 years age group, with 5% and 5% for the 10 years and above age group. Children under the age of 12 months make up 7% of reported cases. None of the 538 cases were vaccinated.  
FL-2023-000201-MMR Flood Myanmar Since 4 October, the Myanmar Department of Meteorology and Hydrology (DMH) has been issuing flood advisory warnings and weather system alerts for the water levels of major rivers. From 5 to 9 October, heavy rainfall in the late monsoon season, triggered extensive flooding in southern Myanmar. On 9 October, Bago township experienced an unprecedented 7.87 inches (200 millimetres) of rainfall, the highest recorded in 59 years. On 10 October, Bago River water level reached 4 feet above the danger level which caused widespread flooding in urban and sub-urban areas. The impact of this flooding has been significant. It has affected families and croplands and led to the displacement of people in areas from Bago City and Yangon, including the townships of Taik Kyi, Hlegu, and Hmawbi. Currently, there is limited data on needs and sectors relating to the requirements of the affected population. However, food, water, basic household needs, hygiene and sanitation are immediate needs by looking at current flood impact, pre-existing vulnerabilities and complexity of the country as well as a request from MRCS regional branches. By looking at the level of a flood, the density of the population and based on initial data as well as preexisting vulnerability data, it can be expected that likely result in direct needs related to essential household, food, drinking water, water, sanitation and hygiene (WASH), livelihoods and health support. The overall impact will be known once needs are determined following the completion of the rapid needs assessment. Existing data shows that multidimensional variables influence the level of vulnerability of most flood-affected townships including poverty incidence and shelter construction typologies. For instance, a higher number of pre-existing vulnerable populations is much higher in Bago which also has poor housing structures i.e. houses with light roofs/walls and huts/salvaged material, construction typologies most vulnerable to extreme weather events.  
FL-2023-000200-ZAF Flood South Africa Severe weather between Sept. 23-26 resulted in flooding, loss of life and displacement of residents, severe damage on private and public infrastructure, road closures, and power outages across Western Cape province. The severe weather and flooding have affected at large group of people in the and around the city, including eight fatalities due to electrocution by illegal electricity connections. Damage assessments are ongoing, but initial reports indicate more than 1,500 structures impacted by flooding. The Kuils River overflowed, flooding Mfuleni Township and forcing around 2,710 families to evacuate. Reports also indicate evacuations in Faure and Sandvlei. Over 16,000 people have been reported to be affected by the floods. This is whilst 7,100 informal structures were adversely affected. According to News 24, it reported 11 fatalities in the affected areas. Furthermore, there are reports of nearly 250 schools which are affected by the disaster. [...] More than 100,000 people in Western Cape Province were without power at the height of the storm. Authorities have not restored power to most people, and around 15,000 remain without electricity as of Sept. 27. Authorities in Cape Town issued a major incident declaration due to the flooding. Flooding and associated disruptions are still ongoing across Western Cape Province.

Flood,Viet Nam: Heavy rains have triggered record-breaking floods in some parts of central Vietnam, especially in top tourism destinations Hue, a former imperial capital, and the ancient town of Hoi An. Vietnam's disaster management agency recorded more than 1,000 millimetres (39.4 inches) of rainfall over a 24-hour period ending late on Monday in parts of Hue and Hoi An.

Flood,Cuba: GDACS - Medium humanitarian impact in for Cuba.Hurricane Melissa made landfall in Cuba in late October 2025, causing wind damage and flooding. In advance of the storm, the government of Cuba ordered the evacuation of 649,487 people in the provinces of Granma (110,000 people); Santiago de Cuba (258,573); Holgu?n (69,000); Guant?namo (139,914); and Las Tunas (72,000). This would be the largest evacuation operation in the country since Hurricane Ian in 2022.

Snow Avalanche,Tajikistan: Part of the large glacier in the Ismail Samani Range separated and moved downward in Tajikistan's Tajikabad District. The incident occurred on October 25 at 11:00 a.m. near the village of Safedob, according to the Committee of Emergency Situations and Civil Defense of Tajikistan. Local authorities and rescue services continue to monitor the situation and are prepared to respond promptly to the possible consequences of further landslides.

Tropical Cyclone,Haiti: As of 23 October at 9:00 a.m., the United States National Hurricane Center reported that the center of Tropical Storm Melissa was located approximately 485 km southwest of Port-au-Prince. The storm is moving west-northwest at nearly 6 km/h, with tropical-storm-force winds extending up to 185 km from the center. Melissa is expected to strengthen into a major hurricane by the end of the weekend or early next week.
